Point-of-sale requirement
Whitehall dye test and Evidence of Compliance
Before a property with a building is sold in Whitehall, the seller needs an Evidence of Compliance from the Borough. A licensed plumber does a dye test to show no storm water runs into the sanitary sewer. You don't need a new test while a valid certificate is on file. Here is what the Borough requires.

What happens during the test

If the test fails
Corrections must be made before the Borough issues the Evidence of Compliance, and a licensed plumber must certify the fix. If the work can't be finished before closing, the Borough may issue a temporary Evidence of Compliance. It requires a signed plumber contract and cash security equal to the contract amount.
